The American Dream is the idea that every citizen should have an equal opportunity to achieve success and prosperity through hard work, there is one set of letters that is trying to help keep that dream alive PLA’s.
The goal of PLA’s or project labor agreements is to protect the majority of our middle class construction workers from unfair and unsafe labor practices. As our middle class continues to disappear the nation’s project labor agreements are trying to protect not only our middle class but the also our local communities, by providing uniform wages, benefits, overtime pay, hours, working conditions, and work rules for work on major construction projects. On public projects the bulk of the construction wages stay within that community making it economically stronger.
PLA’s are the tools local county state and federal officials created to protect the general public on construction projects. PLA’s provide contractors with a reliable and uninterrupted supply of qualified workers at predictable costs and they ensure that a project will be completed on time and on budget due to the supply of qualified labor and relative ease of project management.

PLA’s also prohibiting strikes and lockouts and include binding procedures to resolve labor disputes, making large projects easier to manage by placing unions under one contract, the PLA, rather than dealing with several unions that may have different wage and benefit structure.

PLA’s require contractors to follow up-to-date job safety rules and regulations which guarantees that the projects are build correctly, and they ensure contractors pay employment benefits lessening the burden on the local tax payers. PLA’s were designed to create a level playing field of competition meaning safer projects, better jobs, higher wages and taxpaying employees.

PLA’s protect the eighty-six percent of American construction workers who are being under paid and taken advantage of, by including provisions to recruit and train workers by requiring contractors to participate in recruitment, apprenticeships, and training programs for women, minorities, veterans, and other underrepresented groups (this is a common CWA provision).
Think of it like this do you want underpaid, untrained, inexperienced workers building your child’s public school, library or local hospital.

PLA’s reduces misclassification of workers and the related underpayment of payroll taxes, workers compensation, and other requirements and they ensure a larger percentage of construction wages stay within the community and state the project is being build. Thus creating an economic boost to that local community, so instead of watching the money leave your community you can watch your community grow and prosper.

PLA’s create prosperity for your local community by supporting all the businesses in your community. They increase fair and open competition that benefits all Americans, that’s what we need and what we as the American middle class deserve.
